Which is a worse criminal offense? Drinking underage or driving a car while a passenger is smoking marijuana?

Depends on how much marijuana you are carying in your vehicle. Usually if you are carrying a large amount of a controlled substance they will give you harsh penalties.

I’d say underage, because how UNDERage are you talking? A 9 year old getting plastered is just down right, well, wrong. A 15 year old male of moderate size, and intellect, I think is capable of downing a few beers and enjoying the moment.
All I gotta say about the weed thing is…. – If weed’s illegal, no matter what God you believe in, I guess he made a mistake?
P.S – I just noticed your comment about age 19, which would change my first paragraph. At age 19, in general, I think you should be able to do it. Females, not so much, well….I don’t think I need to explain….MOST can’t even handle a few drinks at 21+

LOL where I group up in connecticut they barley even enforced the underage drinking law. If you go caught they either took it from you, or poured it out right in front of you. It was rare ANYONE got in trouble even when they did happen to get caught.
If the passenger in your car is caught smoking weed it can go down two ways. Normally if he admits to it or they find it on him and no where else they just charge him and nothing happens you. If he doesnt admit to it,and they find it somewhere in your car you will get charged with possession since it is your property. And that is always a worse offense then underage drinking.
So overall its a hard call and it all depends on how it situation unfolds.
